The paper is like cooking parchment paper. It does not fall apart when wet, or shed fibers. One thing I learned is you can keep the sponge pretty wet. The wetter the better. Once I am done with the colors or they dry just a bit, I toss the paper and put in a new one. Wring out the sponge, soak up some new water and you're ready to go.

Wet Palette
On Timelines there was some interest in Wet Palettes. I use one, and it is a neat way to keep your color wet and ready to use. It is basically a plastic box with a lid that snaps on. Inside is a thin sponge and a piece of plain white paper.
